UPDATE: Wyoming man identified in deadly officer-involved shooting at Days Inn in Billings

11/28/2016 UPDATE: The Yellowstone County Coroner's office has identified  the man shot by Billings Police at Days Inn Thursday as 32-year-old Kyle W. Killough of Gillette, WY.


Billings Police Chief Rich St. John holds a press conference with new information regarding the officer-involved shooting Thursday morning. The shooting  happened at the Days Inn on Parkway Lane in Billings. The man, reported to be in his thirties and from Wyoming, had been staying at the hotel.

The night desk clerk reportedly called city/county dispatch about 4 a.m. reporting a man, who had walked into the lobby, was acting strangely. Officers were dispatched and the clerk called back to say the man had a gun. The night desk clerk then left the office before police arrived.

Officers arrived at the hotel within two minutes of the initial call and a negotiator was brought in to negotiate with the man. The man was saying things that did not make sense according to police. During the negotiation process, he made statements that he was going to start shooting.

Also during negotiations, Chief St. John says the man was sitting with his back to the lobby behind the front desk, and stood up and turned toward the officers. The officers on scene saw that he had a handgun and told him to stop and drop the weapon. Officer David Raschkow, a 7-year veteran of the Billings Police Department, fired three shots at the man, all three striking him in the chest.

According to police, after seeing the suspect was down on the ground and that the gun was safely away from him, they forced open the office door and pulled the man, who at the time was conscious and talking, out of the office and administered first aid.

The man was taken to St. Vincent Healthcare and at 7:35 Thursday morning, police were notified he had died.

The Yellowstone County Sheriff's Office is the lead investigating agency with the Billings Police Department assisting.
