Energy Company Scopes Billings as Potential Site

Billings is an energy hub with refineries in Yellowstone County and development in surrounding areas like the Bakken and Wyoming.

Now, the city is being eyed as a potential site for a new $500 million clean energy refinery

This project is still in the works but Quantum Energy is scooping out the Lockwood area for the refinery. Officials say Billings is strategically located to attract companies.

"This will bring hundreds of construction jobs, over 100 good paying jobs, permanent jobs in the refinery, and add so much to the tax base in the economy and we're perfectly situated for it and enthusiastic about the project,” says John Ostlund, Yellowstone County commissioner.

Big Sky Economic Development's executive director, Steve Arveschoug, says Billings has the right infrastructure with railroads and other transportation systems to attract companies like Quantum Energy. "We need to make sure our infrastructure's ready when a company wants to respond, especially in the energy industry, they want to respond to a market opportunity, they need to move right away or they lose that opportunity. So Billings needs to be willing to invest in our infrastructure and invest in our workforce."

Big Sky EDA is looking to complete an industry analysis on the county to see where we can grow and what infrastructure is needed to support that growth. "We're a great growing community,” Arveschoug says. “And we'll look hard at opportunities like this to help create jobs and move forward as a community."

Quantum Energy will have a presentation for the county commissioners on Tuesday, giving them a scope of what the project will entail.
