A Billings man is dead, and one police officer has been placed on paid administrative leave.

Billings Police said the man shot Monday night was the primary suspect in an armed robbery that took place Sunday night, but whether the man was reaching for a gun during Monday night's shooting remains unclear. It all started at the Santa Fe apartment complex Sunday night. According to Billings Police, 38-year-old Richard Ramirez was the prime suspect in an armed robbery. When an officer noticed Ramirez riding in a car on Billings' South Side Monday night, the situation escalated.

According to the police report, Ramirez, the driver and two passengers were pulled over here at State and 5th Avenue. According to the police officer, that's when Ramirez made a threatening movement and shot Ramirez three times. "Our preliminary investigation shows that the officer ultimately gave many commands to not move and keep their hands in sight. At some point, Ramirez ignored the officer's command and made a downward-reaching movement," Billings Police Chief, Rich St. John said.

But, what Ramirez was reaching for is unclear at this time. According to Chief St. John, Ramirez did not have a gun on him during the shooting, and the department will release the officer's name at a later date. "We are aware of several other threats at this time and we are taking appropriate measures," St. John said.

Douglas Beringer, who lives across the street from where the shooting took place, said crime isn't out of the ordinary for the area. "The thing was really weird, and didn't even hear any shots. Usually living on this side of town I hear loud bangs and everything. I've just learned not to open the doors. It's just something I was taught," Beringer said.

According to Billings Police, Ramirez's criminal history consisted of a few misdemeanors and one felony drug charge. The next step will be investigating the vehicle in which Ramirez was shot to see what he was reaching for. At this time, the car in which Ramirez was shot, has been impounded, and officers are searching the vehicle to see if they can find any new evidence.
