The Obama Administration announces a delay in the Affordable Care Act through a blog entry.

As a result, the IRS will be issuing a ruling which will delay the impact of the Obamacare tax penalties for employers until 2015. Avitus Group CFO Steven Bentley says historically, the IRS has been given leeway with dates involving tax law, but they can't make changes to other parts of the law.

"One of the things I'm concerned about is that employers are going to take this as a sign that other portions of the law may get changed as well. Those portions can't get changed unless Congress changes them. The IRS will not have the ability to modify things such as the thirty-hour full-time, part-time rule," says Bentley.

The government is encouraging employers to comply with the rules of Obamacare, even though the penalty will not be applied in 2014.
