CHEYENNE, WYOMING - The Wyoming Department of Environmental Quality is seeking a $660,000 penalty against Sinclair Wyoming Refining Company for failing to take measures to prevent a huge spill at the company's refinery in Sinclair.

Nearly 3 million gallons of a gasoline blend spilled from a storage tank last May. The penalty is proposed in a draft settlement agreement the state has sent to Salt Lake City-based Sinclair. The Associated Press obtained the document by filing an open records request.

Department spokesman Keith Guille says he has heard that Sinclair has signed the settlement but the department hasn't received documentation of that yet.

State and Sinclair officials didn't immediately respond to requests for comment Wednesday.
