CHEYENNE, WYOMING - Wyoming residents who can't afford health care on the open market might be able to get it under a health care pilot program bill that Gov. Dave Freudenthal signed into law.

Casper Republican Sen. Charles Scott sponsored the bill that was signed Wednesday. It calls for spending $750,000 from the state's Tobacco Settlement trust fund to establish personal health accounts for up to 500 participants. They could use the money only to pay for health care and health insurance.

Scott has pushed similar legislation for the past few years. He says Wyoming needs to figure out a way to make low-income people feel they have a stake in keeping their own health care costs down.
