HELENA - The state commissioner of political practices says he should have earlier admonished a Schweitzer administration official for contacting him outside of formal proceedings in the governor's ethics case.

Commissioner Dennis Unsworth on Thursday released a detailed account of communications by Eric Stern, senior counsel to Gov. Brian Schweitzer. Unsworth says Stern never asked him to do anything with regard to the case, which was brought by the Montana Republican Party over a public service announcement by the governor.

Unsworth is preparing a final decision in the case. A mediator has recommended Schweitzer be fined $750. Unsworth says he was not influenced by the communications, which included a memo by Stern with "substantive comments about the case."
