COLUMBUS - For almost two weeks before the fire started, Stillwater County was under Stage I fire restrictions. Under Stage I restrictions, fires and campfires are not allowed unless they are in a developed recreational area, like a developed campground or fishing access. Smoking is prohibited except for indoors or in a vehicle. The other exception is in an area three feet in diameter completely free of flammable material.

It's not until Stage II that internal combustion engines, welding, and open flame torches are prohibited. Counties don't usually enter Stage II until their firefighting resources become stretched to the limit. But, even in Stage I, officials urge people to use caution when using tools and equipment prohibited under Stage II. While they are still allowed, they can still spark massive fires, as was likely the case with the Stump Gulch fire.

County commissioners are responsible for enacting restrictions. They meet weekly with local and state fire officials to decide what and when restrictions should be put in place.

Stillwater County commissioner Dennis Shupak said the county will stay under Stage I despite the Stump Gulch fire.
