BILLINGS - Prison populations are down nationwide, but in Montana they're not budging.

New numbers from the Pew Research Group show the national prison population dropped for the first time since 1972. The decrease is just 0.4%. Twenty-seven states saw a decline.

Researchers said imprisonment is no longer viewed as the best return on public safety dollars.

Montana's prison population dropped by two inmates, down this year to just over 3,600. California's prison system saw the biggest decline of any state, while Montana experienced the smallest change.
