BILLINGS - A state examiner found a Montana public service commissioner committed ethics violations, and proposed a fine of more than $5,000 dollars.

Brad Molnar faces a series of complaints filed against him in 2008. Officials said the Laurel Republican solicited and received money from businesses that he regulates. Molnar admitted that he accepted money from NorthWestern Energy and PPL Montana, but said he used those funds for educational purposes, for which there is an exemption under the law.

A Montana law professor conducting the examination disagreed, saying Molnar should not have put his picture on flyers for his energy-conscious "brown-out" effort.

The professor also concluded that Molnar violated state codes by distributing flyers as part of his own campaign effort. Political Practices Commissioner Dennis Unsworth is expected to rule on the nearly two-year-old case in about a month.
