BILLINGS - Western governors are urging the Obama administration to keep the management and disposal of coal ash in state hands.

The Environmental Protection agency is considering whether to reclassify coal ash as hazardous, a move that would bring federal controls and limit where it can be sent for disposal.

Governor Brian Schweitzer says the regulation of coal ash is best done by the states and that a reclassification would prevent the materials' use for road construction and other purposes.

The Western Governors' Association says it could also result in higher utility bills by impacting coal-fired generation plants. The EPA delayed a decision last year.
