BILLINGS - A judge rules Wednesday that Yellowstone County was wrong to withhold information over a sexual harassment investigation. Documents detail the investigation into Yellowstone County Attorney Dennis Paxinos.

Stacie Muhlbeier filed a sexual harassment complaint against Paxinos in December of last year. She said harassment was persistent for the nearly 10 years she worked in his office.

Muhlbeier also accused Paxinos of an unwanted sexual encounter in 2003. She told investigators she waited to file a complaint because she did not know what to do, and was scared of losing her job. Paxinos told investigators that the 2003 encounter was mutual.

Investigators found significant problems with Muhlbeier's credibility, and said sexual harassment claims could not be substantiated. The agency, however, did find Paxinos' actions to be a liability concern, and suggested that he be reprimanded and undergo additional training.

Paxinos has already announced he will seek re-election in November. The employee who made the accusations has taken the complaint to the state attorney general's office.
