BILLINGS - Homelessness is often thought of as an unfortunate problem, but one that doesn't affect everyone. The city of Billings was chosen for a pilot study examining not only the extent, but the impact.

The study concludes that homelessness could be costing the city millions of dollars.

"It's not the sexiest issue, let's face it," said Mayor Ron Tussing, "it's a difficult issue, it's something that a lot of people aren't willing to tackle, because it just seems so enormous."

The mayor's report confirms homelessness is a serious problem in Billings, saying each homeless individual costs social services nearly $15,000 dollars, with the chronically homeless costing about $115,000 dollars per year.

With 2,400 documented homeless people in Billings, that's an annual tab of $54 million dollars. "We know the extent of the problem now," said Tussing, "and it's much bigger than anyone, I think, had anticipated."

But the mayor said the report also offers a diagnosis, and quick action could lead to big savings. The report determines that it's cheaper to house the homeless than leave them on the streets.

"Once the average citizen realizes that not only is there a problem, but we know how big it is and we've got a plan to address it, I think they'll step forward and help us out," said Tussing.

The report specifies groups that are substantially affected, and the mayor said targeted approaches are needed. He said understanding, and offering more than a bed, is key to success.

"Not only provide shelter," said Tussing, "but provide education and job opportunities and skill building, and those types of things that enable them to go out into the community and live productive lives themselves."

The mayor said Independence Hall is a perfect example. The new veterans facility offers years rather than months for residents to get back on their feet, and offers education and support systems.

Wow, It costs $115k for a chronically homeless person? Either thats a SEVERE typo, or they need to sharpen their pencils a bit. Heck, I'd adopt 2 or 3 of 'em for HALF that amount, no "social services needed". Sounds like their justifying administrative existence on the backs of the homeless to me, but then Tussing has always been a lying POS anyway.
