BILLINGS - For the second time in less than a year the federal government will try to remove gray wolves from the endangered species list in most states.

Federal officials say Wyoming is not included because the state has not done enough to assure the animal's survival. Wildlife and conservation groups were quick to disagree with the decision saying the wolf population has not sufficiently recovered and that delisting poses too great a threat.

"It's not unexpected it's the end of a term. Things are going to try to get done. What we really wish people would do is go slow, use the science, and protect the species as long as it needs to be protected," said the Humane Society's Dave Pauli.

"If they really felt that the wolves could be de-listed as an entire population they would have waited for the state of Wyoming to come up with a plan that was reasonable and that would have meant push this decision into the next administration," said Natural Resources Defense Council's Sylvia Fallon.

NRDC officials plan to challenge the ruling in court. The decision could take effect as early as next week. However, Montana FWP officials say the incoming Obama administration has the option to reconsider Wednesday's action.
