BILLINGS - Billings City Council members approved a gender discrimination settlement with three female police officers at their meeting Monday night.

Sandy Leonard, Gaye Gauthier, and Detective Becky Hagen filed a discrimination complaint with the Human Rights Bureau in 2005. They claimed gender was a factor when none were appointed background investigator.

Councilman Jim Ronquillo says since the incident Police Chief Rich St. John and others have made changes in the department's hiring policies.

"His department has gone through and changed policies put in place by prior administrators. Everybody should have an equal chance of bidding, providing you've got qualifications." Said Ronquillo.

The $135,000 settlement is expected to come from the Billings Police Department personnel budget. Also at the Monday night meeting, many spoke in opposition to a possible zone change near Rimrock Road and 54th Street.
