BILLINGS - Earlier this week, a viewer sent us some heartbreaking photographs of horses being neglected in Musselshell County. KULR-8 went to investigate and this is what we discovered.

Tucked away in the Bull Mountains, horses are suffering in silence. And the silence is maddening for neighbor, Rae Ott, who watches the despair from her side of the dilapidated fenceline.

"They deserve better. I'm seeing pitiful creatures that don't have any means of serving themselves and nobody cares. They don't have food to eat, half the time there's no water. There's no shade when it's 105 degrees outside and I think this is wrong."

She invited us to witness what she calls animal cruelty. But also to tell us she tried to get help from the Musselshell County Sheriff's Department one year ago after seeing a badly injured colt go without veterinarian care. She says, "I have called them 8 or 9 times in the last year and a half. They come out here and say nothing seems to be wrong. But since then we've got 7 dead bodies on our hands. And it was all preventable."

Rimrock Humane Society President, Sandy Church, says the incident was reported to the sheriff's department. She showed us a report she'd made documenting a colt with a large bite mark and gaping wound on its chest. She says the animal needed veterinarian care and has reason to believe it was never taken care of. When we asked her whether it was frustrating to return to the property more than a year later to find more than a dozen horses with ribs and hip bones protruding she nearly breaks into tears.

Church, "It's absolutely heartbreaking. There's always the should have, could have, would have. If this could have been prevented, maybe we could have saved lives."

Church says the horses are in dire need of help. She says the Rimrock Humane Society can work on these issues up to a point, but then it must rely on the help of the Musselshell Sheriff's Department as the legally defined humane officers of the county.

The man responsible for these horses, Wayne Woods, did not want to go on camera, but admitted to us he is overwhelmed. The war veteran who once flew helicopters in Vietnam and spent 20 years working as a truck driver doesn't know how to maneuver out of this situation.

Last year dealt a series of tough blows. Woods says he lost 2 steers, 5 colts and most of his eyesight. As blindness sets in he says he has no income on the way. He's down to his last bale of hay and doesn't know where the next will come from.

During a conversation with him it became apparent, Mr. Woods is a softspoken man unlikely to seek out help on his own. But he told us he would indeed be grateful to anyone willing to help the horses he says he loves.

While he prays quietly for an answer, his neighbor, Rae Ott, is crying out for attention. "They can't talk, so someone has to speak for them. I know there are good people in the community who would probably help, but they can't help if they don't know it exists."

KULR-8 called authorities on Tuesday after seeing about 14 horses in bad shape. Since our call, the Musselshell County Sheriff's department and the County Attorney enlisted the help of Roundup veterinarian Loran Appell to look at the horses.

Prosecutors say animal cruelty charges are unlikely because Woods is working with them and has agreed to give some of the horses away to good homes. The vet says the horses desperately need hay, hoof work from a ferrier and general care.

Everyone has made mistakes in the past and I pray that you look for the good in everyone - including Rae Evening Earth Ott. Yes, she made many mistakes but she also instilled to many of us the love for wolves and the need to actively be involved in wildlife conservation. Folks, Ms. Ott tried to get the owner, law enforcement, lawyers and agencies involved before going to the press. By her own account she also tried to feed and water the horses and was flatly told to stay away from his horses. She's shown incredible courage by contiuing, in the face of all the hatred shown her, to put the welfare of helpless, starving, neglected animals before the social pressure to leave "poor Wayne" and his starving neglected horses "alone" to starve.

WE ARE NOT ACCEPTING MONEY!! We have had 2 calls from people from this posting(3 if you include Kathy from KULR8). We have accepted nothing from anyone. We had one person try to give money in which we turned down due to not having a way to account for it. We want hay and feed for the horses and that is all, we gave our number to make delivery arangments, since Wayne is blind and has people like Ms. Ott that we do not want on his property.We were asked to post our number so people could help.

If you send money for care of the horses to Rimrock Humane Society/Sandy Church, it will go to help the horses. If you send the money to Wayne's family, are you sure it will help the horses or are they trying to get rich from their own realtives delema? Ms. Church is held accountable for her care of the funds, his family is not. Think twice before sending to his family. They just want to line their own pockets.

No reason to sell anything and in my opinion I am more worried about the neighbor poisoning the water than them not getting enough water. They have been geting food and water twice a day. People can donate money to help feed them, weather in Montana is possibly part of the problem. Owner could sell a few horses to buy feed for the others, so they are not all neglected.

I've read the articles about Ms. Ott and NAWA and I wonder if the efforts of the Ms. Chruch might have the same goal. Ms Church with no facility must rely on others to house, feed and care for the animals that she hopes to adopt out. I have seen the conditions on Mr. Wood's property and other horse breeders properties. The differences are only that might be the result of blindness and not being able to see what is happening. Don't judge Ms Ott too quickly! We have been fighting a similar situation in our area for 10 years. The horses get thin, hurt, sick... we call the sheriff...it gets better for awhile and then the cycle repeats over and over and over. What we need is some better laws to protect the animals and give law enforcement the ability to remove animals from these situations before the animals have to suffer repeatedly or die! I speak from experience, it is NOT easy to get action on these cases!

there is a rescue ranch for horses in powell wyoming that will not only take care of the horses, but find homes for them, blind or not. Just call reaching hands ranch in powell wy. There are many things that can be done, but that is the owners deal. If the owner can't take care of it, it becomes the laws problem. Then it becomes the Humane Society of the United States deal, and everyone before that should go to jail. Abuse is abuse no matter how you do or don't see it.

When the first colt got hurt, I offered to pay the vet bill for him. He refused. He told me God will take care of the colt. Skip, I don't think you understand - we don't want anything bad to happen to Wayne! I'm not bringing any charges whatsoever against him. He's in trouble and needs help. We called an outreach agency in Billings that will come out and see that's he's got food, clean clothes, proper medical care, can get around and help him. This was never about "getting Wayne", never. This was about getting the horses food, water and adequate shelter. The Sheriff's Office simply refused to do their job.

I have seen the horses many times. The horse that is shown in the film we had not seen there before. Since this story we have gone by and dropped off some supplies for the horses. Wayne is a good man he has no phone to even call for help. He is blind and cannot even drive. Once again people post who don't understand anything about the situation or the facts behind the story. The horses have grazing lands for them and water to drink.

This is a sad situation for both man and animals but he had plenty of time to make arrangements for the horses...it didn't happen overnight. Until we start addressing these issues legally, we are not going to make people realize that starving an animal is simply unacceptable AND illegal and that that are penaltities for such indifference and cruelty. Andy, before you rush to judgment, perhaps you should be in possession of some additional facts: Wayne Wood was extremely unhappy that I called the Sheriff's dept consistently for the last year and a half and he forbid me access to his property. Second, my husband and I disregarded that and would wait till after dusk, sneak over there with water and whatever we had. I trespassed knowing Wayne could shoot me. How do you think I got those photos? I'm not the bad guy here.

I can NOT Believe that neighbor stood by and watched this go on for over a year if she saw the police do nothing, then she should have tried contacting other agencies. I blame the horse owner for not trying to give the horses away sooner, but that neighbor is soooooooo wrong for not helping sooner. I Do blame her also. This type of problem was predicted prior to the law being passed that prevents horses to be bought to slaughter. The prediction was true. Also, the woman who is complaining is standing in her pasture in knee high grass. I see some relief there if she is that concerned.

I moved to this state because my mom always said that neighbors helped each other out. That there was compassion found here. What a joke! The man has lost his sight, lets go kick him while he is down. How would he know there were issues with his horses? Ms. Ott did you use your VISION to inform him, or lend a hand to help a disabled person? How culpable are you, for sitting back and watching? What are your motives? Sounds like he could use some community support that this state is famous for!
