BILLINGS - The Ninth Circuit Court upholds a Montana Fish Wildlife and Parks hunting regulation that bars non-native Americans from hunting big game on reservations.

Billings resident Randy Roberts owns land on the Crow Reservation and was fighting the regulation. He and his attorney say it violates the equal protection clause of the fourteenth amendment and claimed discrimination. The court didn't agree.

The judge said the discrimination was political, not racial and there were plausible policy reasons to have such a regulation.
