BILLINGS - The U.S. Chamber of Commerce gives Montana schools a mixed report card. Montana received an A in academic achievement, but got Ds in both rigor of standards and achievement relative to money spent.

Superintendent Jack Copps and a Chamber of Commerce representative say Montana schools need to figure out how to spend money efficiently and keep student performance on the rise. "The books are very transparent here in Billings," said Karen Elzey, of the Institute for a Competitive Workforce, an affiliate of the COC.

"[It's important to] identify what percentage of money is being provided by the state, what percentage needs to be provided locally and how is that impacting student achievement." Copps is asking for voter support in passing a more than $800,000 dollar levy to maintain elementary schools.

He predicts there will be even more budget trouble3 in 2009 if people don't take action. Mail-in ballots for the levy go out on April 21st.
