BILLINGS - Newly released documents show there was an agreement between Two Rivers Authority and APF to police the community if approved by the city of Hardin.

The signed proposal between Two Rivers Authority and American Police Force is dated August 18, and provides terms both parties will follow at the detention facility as well as possible opportunities for APF to expand outside of the detention center .

The agreement states TRA would write a proposal to the city of Hardin for APF to provide a police force and all necessary equipment for the operation of the police force and goes on to say APF agreed they would be ready to go within 60 days of notification. The city would also pay APF $250,000 for the work. The document says any proposal would need to be approved by the city of Hardin before moving forward.

A day after APF arrived in Hardin with Hardin Police decals KULR-8 asked TRA Vice President Al Peterson if he had any knowledge of APF providing police services.

"I have no idea I really don't because that's not been a part of any of the discussions we've had with any of them," said Peterson during the interview on September 24.

But at the end of the 13 page agreement Peterson as well as APF leader Michael Hilton and former TRA Executive Director Greg Smith all signed off on the deal.

Peterson said he could not remember any discussions he had with APF about police services to Hardin when asked about the agreement on Friday.

Sounds to me as if somebody was just testing the waters, looking to see if they could set up their own police force. So a remote, lightly populated state was chosen, as a pilot program. If it had been successful here, we would've seen a huge expansion of this 'American Police Force,' and it would have taken place under the highest authority. He had said that he wanted a security force answerable only to himself.

So the contractor that built the Hardin Jail has a history of convictions for paying bribes to commissioners to gain support for building these private jails...HMMM! Sounds like there may be some reason to look more deeply into this Hardin Jail, particularly in view of the most recent attempt to maintain secrecy and deceit by the Two Rivers Authority, the Hardin Mayor and the Hardin City Council!

Now the citizens of Hardin must deal with the real issue...the people that caused this entire problem in the first place. Becky Shay, Greg Smith, Kelli Smith, Becky Convery, Al Peterson and the entire Two Rivers Board, Mayor Ron Adams and the entire Hardin City Council…all of them have done their best to conceal the truth all along. Isn't it time they are all replaced? Wouldn’t it be great to have folks representing Hardin that are honest and don’t hide behind secrecy and deceit?

So, IN FACT, there is a written agreement between Two Rivers and American Police Force for APF to provide a Police Force in Hardin. The Gazette had to sue Two Rivers to get it! So, while we all thought the Two Rivers Board, the Hardin Mayor and City Council were just inept…it NOW turns out they were being purposely deceptive and lying to the citizens, the Press, the MT Atty General…that is why they refused to turn over the 2 missing pages of the contract.
