BILLINGS - All this week we are talking to the five Billings mayoral candidates leading up to the public forum where they will all speak next Thursday at MSU-Billings.

Tuesday we spoke with longtime Billings City Council member Richard "Dick" Clark tells us what he feels is the biggest issue affecting Billings residents and how he would address it if he was mayor.

"The main job of city government and the city council is to make sure citizens feel safe in their homes and on the streets and that they have a safe and comfortable place to live, and in order to do that we have to pay for all these services the citizens want." said Clark.

"So, our big concern right now is the budget. City analysts predict a major crisis in the next couple years. So the city council is going to have to find a way to finance city government other than with property taxes if we're going to have more income because the city charter puts a cap on them at 74 mills."

Mayoral candidates run without party affiliation. Voters will choose between five candidates in a primary held September 15th. The two candidates with the most votes will face off in the general election held November 3rd.

If you want to balance the city budget, how about scrapping the idea of city funds going into a car wash (for rental cars) at the airport. If it's needed and can turn a profit private enterprise will do it without taxpayer dollars. If it won't turn a profit, it's not needed!
