Annual EEO Public File Report


The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.208(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: KULR Television Billings, Montana and is required to be placed in the public inspection files of these stations, and posted on their websites, if they have websites.

The information contained in the Report covers the period beginning 12/01/10 to and including 11/30/11 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A List of all full-time vacancies filled by the Stations comprising the Station Employment Unit during the Applicable Period;

2. For each such vacancy, the recruitment sources(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified, identified by name, address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1, 2, and 3 which follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended buy when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

KULR Outreach Activities

KULR Television, Billings Montana supplemental (non-vacancy specific) recruitment activities undertaken.

Scholarship Program Participation:

KULR-8 is involved in the MSU-B Billings Broadcasters Scholarship. The Billings Broadcasters issue a $500 check to MSU-B and they match it. The Montana Broadcasters will match both our local check and MSU-B’s so the winner will receive a total of $2,000.
We also actively participate in the Montana Broadcasters Scholarship program each year.

Education:

KULR-8 is participating in Northwestern’s Teaching Television 12 week program. The Northwestern Teaching Media Program provides full-time, 12-week internships to juniors or seniors at Northwestern's Medill School of Journalism in Illinois. Each journalism student is required to complete this program to earn his or her degree. The program matches students with participating TV stations and teams them with a mentor who works with them one-on-one throughout the internship. The program is geared to being a very hands-on learning experience. At KULR-8 the internship is very much centered on the reporting aspect of broadcast news. Students begin shadowing staff reporters to learn the systems, and by the end of the internship are often writing, reporting and presenting their own stories on air. The student's advisor from Medill makes a mid-term visit, and the mentor completes a mid-term and final evaluation. KULR-8 has been participating in this program for over 9 years.

Community Involvement:

Each year in December KULR-TV participates in the “Spirit of Giving” promotion to help gather donations for local charities.

KULR participates each year in the Gold Star Award. Each month, from September thru June, we award one teacher in the community the Gold Star Award. Past and current students nominate their inspirational teachers by submitting a nomination form telling why that teacher should be KULR-8's Gold Star Winner. Each teacher receives a check for $250 to be spent in the classroom.

KULR-8 sponsored and participated in the Ronald McDonald House Golf Tournament.

During the month of June KULR-TV held fund raising BBQs with all donations to go to Relay For Life.

Several KULR employees donated their time to help the community during the “Day of Caring” campaign in September.

News Anchor, Greg LaMotte, emceed at the Yellowstone Art Museum Auction.

KULR-8 sponsored the Jobs Jamboree at Metra Park as well as promoting the Jamboree with an evening news story.

News Anchor, Greg LaMotte, emceed for the Billings Clinic Science Expo again this year.

KULR-8 became the headquarters for the Flood Watch 2011 relief efforts during June 2011.

KULR-8 received various awards at the Montana Broadcaster’s EB Craney Awards in June.

Andrew Demarest won for Television Station Promotion.

Andrew Seeman won for Television Copywriter.

Ben Ross took runner-up for Television Sports Enterprise.

Kristen Kirchhaine also a runner-up for Television Weather Personality

Katie Ussin runner up for Television On-Air Broadcaster

Chris Byers won, for the 8th Year in a row, Television Sportscaster of the Year.

KULR-8 sponsors and participates each year in July to the local Relay For Life campaign.

Several KULR-8 employees donate their time to help the community during the United Way “Day of Caring” campaign in September.

KULR-8 sponsored and participated in the Ronald McDonald House Golf Tournament in July.

Sports Anchor, Chris Byers, emceed at the John Underwood banquet sponsored by the Montana Crime Prevention Assoc and United Way in October.

Weather Anchor, Kristen Kirchhaine, gave a weather presentation to Bitterroot Elementary in October.
