The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.208(c)(6) of the FCC’s 2002 EEO Rule.  This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations:  KULR Television Billings, Montana and is required to be placed in the public inspection files of these stations, and posted on their websites, if they have websites.

The information contained in the Report covers the period beginning 12/01/04 to and including 11/30/05 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

            1. A List of all full-time vacancies filled by the Stations comprising the Station Employment Unit during the Applicable Period;

            2. For each such vacancy, the recruitment sources(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified, identified by name, address, contact person and telephone number;

            3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1, 2, and 3 which follow have been designed, in the aggregate, to provide the required information.  Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended buy when the hiree accepted the job offer.  A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

KULR Outreach Activities

KULR Television Billings, Montana supplemental (non-vacancy specific) recruitment activities undertaken.

Career Fairs:

None.

Scholarship Program Participation:

The Montana Broadcaster’s Association provides funds each year to match the scholarships of local broadcaster’s associations.  KULR participates in this matching scholarship fund.

Weather scholarship provided to KULR-8 chief weather forecaster, designed to assist employee to acquire new skills.

Education:

KULR-8 is participating in Northwestern’s Teaching Television 12 week program.  The Northwestern Teaching Media Program provides full-time, 12-week internships to juniors or seniors at Northwestern's Medill School of Journalism. Each journalism student is required to complete this program to earn their degree. The program matches students with participating TV stations and teams them with a mentor who works with them one-on-one throughout the internship.  The program is geared to being a very hands-on learning experience. At KULR-8 the internship is very much centered on the reporting aspect of broadcast news. Students begin shadowing staff reporters to learn the systems, and by the end of the internship are often writing, reporting and presenting their own stories on air.  The student's advisor from Medill makes a mid-term visit, and the mentor completes a mid-term and final evaluation.  Those who participated are:

Bruce Cummings (General Manager), Blaire Martin (News Director), John Langliers (General Sales Manager) and Toni Schneider (Local Sales Manager) attended the 2005 MBA Convention. During the convention they attended the EEO Educational seminar and the MBA Employment Law seminar.  

Community Involvement:

 Matt Elwell did a presentation at Boulder Elementary School for the teachers and parents. He presented winter weather safety to children and parents at Boulder Elementary School during an evening school function.  He used examples, handouts, and role playing to teach the children and parents what to do during winter to stay safe.  He explained the basics of what they would be looking at when watching the weather.  He also explained what was needed for winter weather to happen, and what they should know, and the difference between various watches and warnings.  Parents and kids were able to ask questions and interact to get a good understanding of the weather.

Jody Hathaway participated in a program for the Shepherd Boy Scout troop and their parents. The program involved learning about different professions. Jody spoke about what makes news, how we find news and how the station works. Both kids and parents had many questions involving our news department.

Gus Koernig was the emcee at the Boy Scouts luncheon in Feb. at the Billings Petroleum Club.

Melissa Jensen, Matt Elwell, Orlinda Worthington, Scott Beadle, Scott Breen, Jodi Hathaway, Chris Byers, Keagan Harsha and Rachel Whitestone volunteered to read at the Ponderosa Elementary School for 2 weeks.

Matt Elwell gave weather presentations to both the Worden School and McKinley School. The presentations included:

 

Worden School 4th Graders

Showed a short video on different things that students would see when watching the weather.  He also explained the difference between watches and warnings and steps they should take to stay safe for each particular one.  Students were able to ask questions about various subjects about the weather, my job, and what it takes to be a meteorologist.  30-40 students were involved from a couple of different classes.

 

McKinley School 1st through 6th Graders:

Basic weather presentation to show students what they were looking at when they turn on the television using a video illustration.  Students were able to learn about what they should do during various weather watches and warnings.  They were able to ask questions, and find out the basics of weather (depending on the age group).

 

 

Kris Aschim spoke to the Columbus High School English class about press releases and public service announcements on November 22, 2005.  The class had been studying how to write press releases and I gave them pointers on how to increase the possibility their information would be published.

 

 

KULR participates each year in the Gold Star Award. Each month, from September thru June, we award one teacher in the community the Gold Star Award.  Past and current students nominate their inspirational teachers by submitting a nomination form telling why that teacher should be KULR 8's Gold Star Winner.  Each teacher receives a check for $250 to be spent in the classroom. The winner for November 2005 was Leslyn Wahl who teaches Early Childhood education at the Billings Career Center.
