The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.208(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: KULR Television Billings, Montana and is required to be placed in the public inspection files of these stations, and posted on their websites, if they have websites.

The information contained in the Report covers the period beginning 12/01/06 to and including 11/30/07 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A List of all full-time vacancies filled by the Stations comprising the Station Employment Unit during the Applicable Period;

2. For each such vacancy, the recruitment sources(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified, identified by name, address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1, 2, and 3 which follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended buy when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

KULR Television Billings, Montana supplemental (non-vacancy specific) recruitment activities undertaken.

Career Fairs:

Blaire Martin participated in the Billings Rotary Career Days for Riverside school kids in May 2007.

Scholarship Program Participation:

Haylie Shipp was named the recipient of this year’s MSU-B Billings Broadcasters Scholarship. A $500 check will be sent to MSU-B ASAP. KULR’s check will be matched by MSU-B. The Montana Broadcasters will match both our local check and MSU-B’s so that Halie will receive a total of $2,000.

Education:

KULR-8 is participating in Northwestern’s Teaching Television 12 week program. The Northwestern Teaching Media Program provides full-time, 12-week internships to juniors or seniors at Northwestern's Medill School of Journalism. Each journalism student is required to complete this program to earn his or her degree. The program matches students with participating TV stations and teams them with a mentor who works with them one-on-one throughout the internship. The program is geared to being a very hands-on learning experience. At KULR-8 the internship is very much centered on the reporting aspect of broadcast news. Students begin shadowing staff reporters to learn the systems, and by the end of the internship are often writing, reporting and presenting their own stories on air. The student's advisor from Medill makes a mid-term visit, and the mentor completes a mid-term and final evaluation. Those who participated are:

Community Involvement:

KULR participates each year in the Gold Star Award. Each month, from September thru June, we award one teacher in the community the Gold Star Award. Past and current students nominate their inspirational teachers by submitting a nomination form telling why that teacher should be KULR 8's Gold Star Winner. Each teacher receives a check for $250 to be spent in the classroom.
